New Jersey first-time home buyer reviewing official assistance program documents

What is current as of this review

NJHMFA's official homebuyer page currently describes mortgage products and down-payment assistance for eligible New Jersey purchases. The agency's First-Time Homebuyer consumer fact sheet is effective June 17, 2026. Amounts depend on the county and program; income and purchase-price limits, property requirements, first-mortgage rules, underwriting and other conditions apply.

County-based NJHMFA down-payment assistance

The June fact sheet lists Bergen, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset and Union.

The same fact sheet lists Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Salem, Sussex and Warren.

NJHMFA describes its statewide DPA as down-payment and closing-cost assistance for qualified first-time buyers. The current agency page describes it as an interest-free, five-year forgivable second loan with no monthly payment that must be paired with an NJHMFA first mortgage originated by a participating lender. Do not rely on the county amount alone: the lender must confirm eligibility, available program terms and how the assistance appears in your transaction.

First Generation assistance adds a separate amount

NJHMFA's current page states that qualified first-time buyers who also meet its First Generation definition may receive an additional $7,000, for combined assistance of $17,000 to $22,000 depending on the county amount.

The agency defines First Generation eligibility more narrowly than simply being the first buyer in a household. Review the official definition, household and parental-ownership criteria, foster-care provision, mortgage pairing and other conditions with a participating lender. Confirm the current fact sheet before relying on the add-on.

Who may count as a first-time buyer?

NJHMFA's current materials generally describe a first-time buyer as someone who has not owned a home within the previous three years. The agency's FAQ notes a possible Urban Target Area exception, and program documents identify other exceptions or conditions in particular circumstances. Do not self-qualify from that one sentence; have the participating lender apply the current definition to every borrower and the property's address.

Limits and property address matter

Income and purchase-price limits vary by location, household size and program, and the current fact sheet contains county-specific tables. Urban Target Area treatment is address-specific. Use NJHMFA's Site Evaluator and the currently linked limits, then ask the lender which row and household definition it used. This page does not reproduce those tables because the official document should control.

The fact sheet also contains property, occupancy and loan requirements. Assistance may not be used for every possible transaction expense. Ask the lender to identify what the program can fund and whether any appraisal gap, seller-customary item or other cost remains your responsibility.

A verification sequence before relying on assistance

  1. Open the current NJHMFA homebuyer page and the fact sheet linked there.
  2. Work with an NJHMFA participating lender, not merely a lender familiar with other first-time programs.
  3. Provide the proposed property address, household and borrower information.
  4. Ask the lender to identify the exact first mortgage, assistance program, county amount and current limits.
  5. Request a Loan Estimate and written explanation of how assistance, deposits and credits affect Estimated Cash to Close.
  6. Review forgiveness, repayment, occupancy, sale and refinance conditions before closing.
  7. Reverify before an offer or loan change; program availability, limits and documents can change.

What this page cannot confirm

Only NJHMFA and an authorized participating lender can determine whether a borrower, property and loan qualify and whether funds can be reserved. This guide does not promise approval, a rate, a payment, a closing date or available funding. Credit and debt-to-income requirements depend on the selected first mortgage and current program/lender underwriting; ask for the requirements that apply to your file rather than relying on one generic threshold.
