Stay NJ 2025 PAS-1: Deadline and Current Funding Guide

The 2025 PAS-1 application deadline is November 2, 2026. The income figures in the official materials serve different purposes: the PAS-1 instructions encouraged people with 2025 income under $500,000 to file so Taxation could determine program eligibility; the current property-tax-relief FAQ says the Fiscal Year 2027 budget provides Stay NJ payments in 2027 for applicants with income up to $200,000. Taxation determines eligibility, and program requirements and benefits remain subject to State Budget appropriations.
Why both income figures appear
PAS-1 is a combined application for Senior Freeze, ANCHOR and Stay NJ. Its broader filing instruction is not a promise of Stay NJ payment eligibility. The later FAQ describes the funding limit in the current budget. Because appropriations can change program requirements and available benefits, the most reliable step is to file by the deadline if the official instructions direct you to do so and let the Division evaluate all programs.
What the current FAQ says about Stay NJ
- It is for New Jersey homeowners age 65 or older who owned and occupied a principal residence for the entire year, subject to the program’s full requirements.
- The Fiscal Year 2027 budget provides 2027 payments for applicants with income up to $200,000.
- Mobile homeowners do not qualify for Stay NJ under the current FAQ.
- The Division determines which benefits an applicant qualifies for and sends the benefit information.
Do not use this summary to self-determine eligibility. Trust ownership, joint applications, property shares, P.I.L.O.T. arrangements, residency and income reporting have their own rules in the application and FAQ.
How to file the 2025 PAS-1
The current FAQ directs senior homeowners and residents receiving qualifying disability benefits to file the combined property-tax-relief application online or by mail using Form PAS-1. It also states that the application deadline is November 2, 2026. Use the current application portal or paper form linked from the Division’s page, and retain the confirmation or mailing record.
Benefits cannot be promised from an online chart
Eligibility requirements, income limits and benefits are subject to State Budget appropriation. The Division’s current FAQ also says total property-tax-relief benefits cannot exceed property taxes paid on the qualifying principal residence and that Taxation determines the specific benefits. This page therefore does not quote a guaranteed Stay NJ payment or predict approval.
What to verify before relying on the program
- Check the Division FAQ for a newer “Last Updated” date.
- Read the 2025 PAS-1 instructions for income reporting and applicant-specific rules.
- File by November 2, 2026 using the official portal or paper form.
- Wait for the Division’s eligibility and benefit determination before treating a payment as available funds.
Does Stay NJ decide whether to move?
No single property-tax-relief program answers that question. A housing decision may also involve maintenance, accessibility, financing, location and transaction costs. Compare scenarios only after the Division confirms benefits; do not treat an estimated or hoped-for payment as guaranteed.
